when is the flow fastest in the penobscot? sometimes it's quite hard to paddle upstream: is it midway between high and low tide? just after high? just before low?

Tidal rivers have the greatest flow of water midway between high and low tides.

so, between high and low would be fastest downstream flow (hard to paddle upstream), and between low and high would be very easy to paddle upstream or down...? does that also correlate with the waves at the old water works? they look a little tidal-bore-like?
